The Battle Against Unlawful Online Content

In an era where social media dominates communication, the Pakistan Telecommunication Authority (PTA) has taken decisive steps to manage content on platforms like Facebook, TikTok, and YouTube. Recently, they reported that over 1.4 million web links have been blocked in response to ongoing concerns about unlawful online content. This action stems from a rising number of coordinated social media campaigns that target state institutions, specifically the judiciary.

The Lahore High Court (LHC) ordered the PTA to engage with major social media networks to eliminate defamatory content aimed at judges. Justice Ali Zia Bajwa emphasized that even online material originating from abroad could lead to legal repercussions in Pakistan.

According to the PTA’s report, around 1 million links were scrutinized, with Facebook and TikTok receiving the brunt of the enforcement. On Facebook alone, out of 229,000 links reviewed, about 197,000 were blocked—an impressive 86% rate. TikTok saw an even more stringent removal, blocking 94% of links reviewed, totaling over 163,000.

Beyond these, other platforms also saw significant action. Instagram had 87% of reviewed URLs blocked, while YouTube faced a blocking rate of approximately 89%. Notably, X (formerly Twitter) had the lowest blocking percentage, at 62%, but still managed to eliminate over 70,000 links. Miscellaneous platforms were even stricter, achieving a remarkable 99% enforcement rate.

The PTA’s actions targeted a range of content types, including contempt of court, hate speech, and material deemed contrary to Pakistani values. The largest category was content against “decency and morality,” which accounted for over 1.06 million links blocked. Other significant removals included 148,000 links for national defense violations and 109,000 links with anti-religious content.
