The Ongoing Stray Dog Controversy in Islamabad: What You Need to Know

The stray dog situation in Islamabad has been a hot topic lately, especially after a recent court case aimed at addressing concerns about the alleged culling of these animals. On Monday, the Islamabad High Court closely examined the matter as representatives from the Capital Development Authority (CDA) and the Metropolitan Corporation Islamabad (MCI) presented their reports. It all started with a disturbing incident on October 9, when eyewitnesses spotted a CDA vehicle transporting approximately 200 dead dogs, raising serious ethical questions.

Justice Khadim Hussain Soomro presided over the hearing and stressed the importance of a comprehensive approach to the issue. His stance emphasized not only animal welfare but also public safety concerns. This balanced view is essential, as it points out that both stray dogs and citizens’ well-being warrant serious attention.

During the proceedings, a viral video depicting dead dogs in a CDA sanitation vehicle sparked outrage. The judge indicated that an FIR (First Information Report) would be filed against the driver, who would likely reveal the orders leading to this grim situation. The dog culling raises significant questions about public policy; why is this happening, especially when the cost to manage these animals can be substantial?

CDA counsel Shahryar Tariq defended the actions taken by his department, stating that the sanitation staff only removed carcasses, suggesting that some dogs were killed by private citizens or involved in accidents. However, the courtroom atmosphere suggested a demand for more humane approaches to dealing with stray dogs. Justice Soomro highlighted that killing animals is a punishable offense under the Pakistan Penal Code, and the need for transparency in these cases is pressing.

It’s noteworthy that over 2,800 dog bite cases were reported at PIMS Hospital from January to September this year. This statistic was brought up during the hearing, reminding everyone that while animal rights are vital, addressing public safety must also be a priority.

The hearing also drew attention from social figures like Reham Khan, a leader in the Pakistan Republic Party. She stated that their intent is not to prosecute anyone but to push for humane management of stray dogs. This view aligns with the 2020 Stray Dog Management Policy, which advocates for humane population control methods like the trap, neuter, vaccinate, and release (TNVR) approach.

Justice Soomro directed the authorities to prioritize vaccination and care over culling, marking a significant shift in how such policies may evolve in the capital.

As the court ordered the petitioner’s counsel to submit further suggestions, it’s clear that this issue will remain in the public eye. The next hearing will provide additional clarity on how Islamabad plans to navigate this complex landscape of animal welfare and public safety.
